 TV-26-00405: Eastern Gas Transmission and Storage, Inc. (5000 Dominion Blvd., 2NW, Glen Allen, VA 23060-3308). In accordance with 25 Pa. Code §§ 127.424, 127.425 and 127.521, the Department is providing notice that it intends to issue a renewal Title V Operating Permit for operation of the North Summit Compressor Station located in North Union Township, Fayette County.

 The emission sources covered by this operating permit will include two Cooper natural gas-fired compressor engines rated at 3,200 bhp each, a Waukesha natural gas-fired auxiliary generator engine rated at 610 bhp, a natural gas-fired Peerless boiler rated at 3.57 MMBtu/hr, two natural gas-fired Tulpro Heaters rated at 25 MMBtu/hr each, a natural gas-fired GasTech Water Bath Heater rated at 6.34 MMBtu/hr, and miscellaneous storage tanks.

 Potential emissions for the facility including emission restrictions have been calculated as follows: 178.85 tons per year of carbon monoxide (CO), 163.10 tons per year of nitrogen oxides (NOx), 8.40 tons per year of particulate matter less than 10-microns (PM10), 7.83 tons per year of particulate matter less than 2.5-microns (PM2.5), 0.81 ton per year of sulfur oxides (SO2), 37.26 tons per year of volatile organic compounds (VOC), 0.36 ton per year of benzene, 0.02 ton per year of ethylbenzene, 10.20 tons per year of formaldehyde, 0.64 ton per year of hexane, 1.43 tons per year of acrolein, 0.28 ton per year of toluene, 1.43 tons per year of acetaldehyde, 0.05 ton per year of xylene, 14.74 tons per year total Hazardous Air Pollutants (HAP), and 57,658 tons per year of greenhouse gases (GHGs).

 The emission restrictions and testing, monitoring, recordkeeping, reporting and work practice conditions of the TVOP have been derived from the applicable requirements of 40 CFR Parts 60, 61, 63, and 70, and 25 Pa. Code Article III, Chapters 121—145.

 All pertinent documents are available for public review between 8 a.m. and 4 p.m. at the Pennsylvania Department of Environmental Protection, Southwest Regional Office, 400 Waterfront Drive, Pittsburgh, PA 15222. Appointments for scheduling a review may be made online at https://www.dep.pa.gov/Citizens/PublicRecords/Pages/Informal-File-Review.aspx or by calling the Department at 412.442.4000.

 Any person may submit comments, a request for the Department to hold a public hearing, or a protest to the proposed operating permit or a condition thereof by submitting the information to Nick Waryanka, P.E., Air Quality Engineer, at the Southwest Regional Office. A 30-day comment period from the date of publication of this notice will exist for the submission of comments. Each written comment must contain the name, address and telephone number of the person submitting the comments, identification of the proposed permit specify Operating Permit TV-26-00405 and concise statements regarding the relevancy of the information in the proposed permit or objections to issuance of the permit.

 A public hearing may be held in accordance with 25 Pa. Code § 127.429, if the Department, in its discretion, decides that such a hearing is warranted based on the information received. If a public hearing is held, all persons who have properly filed a protest under 25 Pa. Code § 127.426 may appear and give testimony. The applicant, the protestant, and other participants will be notified of the decision to hold a hearing (and the time, place and purpose of such hearing) by publication in the newspaper or by the Pennsylvania Bulletin, or by telephone, where the Department determines such notification by telephone is sufficient.

EQT REPORTS FOURTH QUARTER AND YEAR-END 2020 RESULTS AND PROVIDES 2021 GUIDANCE

OPERATIONAL UPDATE
As previously announced, the Company closed the acquisition of Chevron's upstream and midstream assets located in the Appalachian Basin on November 30, 2020. The acquired assets contributed approximately 12 Bcfe of net production to the fourth quarter 2020. Asset integration processes are in advanced stages and ahead of schedule, with all upstream infrastructure being monitored and managed by the Company's technology platform. There have been no operational issues identified to-date and the Company expects to complete all integration and data migration tasks by the end of the first quarter 2021.

During the fourth quarter 2020, the Company continued to validate the sustainability of its well costs, developing it's PA Marcellus wells for approximately $695 per foot, excluding the impact of targeted reservoir testing performed on 4 wells during the period, aimed at further improving future capital efficiencies. For the full year 2020, the Company's PA Marcellus well costs averaged approximately $675 per foot, which is expected to remain relatively constant going forward. During 2021, the Company will be transitioning more activity to its WV Marcellus assets, with the primary objective of drastically reducing well costs, as it did with its PA Marcellus assets during 2020. Part of the WV well cost transformation will be driven by the installation of a 45 mile mixed-use water system that will serve as the backbone for optimal development efficiencies moving forward, while also reducing environmental impacts and improving long-term operating expenses. The water system is expected to service approximately 1.8 million feet of pay currently on the Company's development schedule, with an extensive inventory of future locations to also benefit from this infrastructure.

This facility does receive Marcellus Shale waste; the review memo above documents that:

"The leachate is stored in 1.9 million gallon glass-lined steel tanks equipped with secondary containment prior to being pre-treated and pumped to the Publicly Owned Treatment Works (POTW) in South Union Township."

This is a major source facility in an Environmental Justice Area, which means it qualifies as a so-called Trigger Permit under the DEP Office of Environmental Justice, which means it should be given a Public Comment opportunity and assistance obtaining documents. Stay tuned.

There is reason to question the permit number. Standard practice in the Bureau of Air Quality when a permit is amended is to append a suffix letter the first time the permit is amended, which is then incremented for subsequent amendments. Why is the permit number here not 26-00402A?

Authorizations for the two INR GP-04 entries noted above, Rubles Run Water Withdrawal and Monongahela River Water Withdrawal, have been missing from eNOTICE listings, which explains why they weren't listed in this bulletin at the time they appeared in eFACTS. This is presumably a bug at DEP in the program that creates the eNOTICE listings. Duane Nichols sends the photograph below of the sign for the site "Monongahela River Water Withdrawal", which announces it as a WMP. This is short for Water Management Plan, and the location corresponds to a former WMP of Chevron known as Monongahela River Source 74. DEP does not consider a WMP to be a permit, so WMPs are not listed in eFACTS.

DEP defines an environmental justice area as "any census tract where 20 percent or more individuals live in poverty, and/or 30 percent or more of the population is minority". (See:
