This issue brings the first notice of a Utica well in Fayette County, EDENBORN/RGGS B U16H. Although we get a hint that this is a Utica well from the "U" in the well number U16H, unfortunately there is nothing in either the eFACTS listing or the Oil & Gas Mapping web site "identify" metadata block to really make certain this is in fact a Utica well. We can know that for certain by looking at the electronically submitted documents for the Drill and Operate Well permit. Specifically, the Well Cross-Section Diagram clearly shows the Utica Shale as the producing interval, and the Application lists the Utica Shale as the target formation explicitly. Note the orientation of the lateral for this well is somewhat different from the orientation of the Edenborn Marcellus wells.

Note that the Oil & Gas Conservation Law automatically applies to the Utica Shale, so we have to be on the lookout for any hint that Chevron intends to pull the Forced Pooling trigger that is present in the OGC Law.

26-00585: Universal Well Services—Connellsville Camp Facility (730 Braddock View Dr., P. O. Box 130, Mount Braddock, PA 15465-0130) for the operation of a sand, cement, fly ash, and HCl storage and loading facility for the oil and gas industry located in North Union Township, Fayette County. In accordance with 25 Pa Code §§ 127.424 and 127.425 the Department of Environmental Protection (DEP) has received an application and intends to issue an Air Quality Operating Permit for the above mentioned facility. The permit includes monitoring, recordkeeping, reporting, testing, and work practice requirements designed to keep the facility operating within all applicable air quality requirements.

DEP defines an environmental justice area as "any census tract where 20 percent or more individuals live in poverty, and/or 30 percent or more of the population is minority". (See:

There are supposed to be enhanced public participation requirements for permits in environmental justice areas, but news of this actually ever happening is scarce. In Fayette County, the entirety of Redstone, Springhill, Nicholson, and German Townships are environmental justice areas, as well as a large part of Dunbar Township. It is possible I may be inferring the wrong well site.
